TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
The Town of Hope through the Hope Town Council is giving notice that it has made a Finding of No Significant Impact for the following project:
Project Title or Name: Hope Water System Improvements Project
Purpose or Nature of Project: The Water System Improvements Project includes approximately 15,000 LF of water main replacement, 1500 LF of new water main, five (5) new fire hydrants (all in existing right-of-way) and improved interconnection with Eastern Bartholomew Water Corporation as defined in the Preliminary Engineering Report and as follows: SR9 Water Mains Improvements, South Zone Water Main; Eastern Bartholomew Water Corporation (EBWC) Interconnect; West Site Water Main Improvements; Walnut Street Water Main Improvements; Seminary Street Water Main Improvements; Mill Street Water Main Improvements; and Elm Street Water Main Improvements projects and the replacement of select 1, 2 and 3-inch water mains. In addition, the South Zone portion of the project is a new water main project and the EBWC Interconnect portion of the project includes the replacement of the current control valve at the existing interconnect and a new interconnect near Miller's Merry Manor.
Location of Project: Various locations throughout the Town of Hope, Bartholomew County, Indiana
Estimated Cost of Project: $2,943,000
Funding Source: Drinking Water State Revolving Fund/Indiana Office of Community and Rural Affairs, Community Development Block Grant-Wastewater Drinking Water program
An environmental assessment for this project has been made by the Town of Hope and is available for public examination and copying on weekdays between 8:00 AM and 4:00 PM at Hope Town Hall, 404 Jackson Street, Hope, Indiana 47246. Based on this assessment the Town of Hope has determined that the project will not significantly affect the quality of the human environment and, hence, an environmental impact statement will not be undertaken under the National Environmental Policy Act of 1969 (P.L. 91-910).
All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration to the Town of Hope, Hope Town Hall, 404 Jackson Street, Hope, Indiana 47246. Such written comments should be received at the address specified on or before May 17, 2015. All such comments received will be considered, and the Town of Hope will not take any administrative action on the project prior to the expiration of the comment period.
Objections to Conditions Release
The State will accept an objection to its approval only if it is on one of the following basis: (a) that the certification was not in fact executed by the certifying officer or other officer of applicant approved by the State; or (b) that the applicant's environmental review record for the project indicated omission of a required review process. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be addressed to the State of Indiana, Indiana Office of Community and Rural Affairs, Environmental Officer, One North Capitol, Suite 600, Indianapolis, IN 46204-2027.
Objections to the release on basis other than those stated above will not be considered by the State. No objections received after May 17, 2015 will be considered by the State.
