Public hearing on Hope drinking water grant program for Feb. 16th

On or about May 29, 2015, the Town of Hope intends to apply to the Indiana Office of Community and Rural Affairs for a grant from the State Community Development Block Grant (CDBG) Wastewater/Drinking Water Program. This program is funded by Title I of the federal Housing and Community Development Act of 1974, as amended. These funds are to be used for a community development project that will include the following activities: improvements to the town's water distribution system located throughout the town to increase reliability of the system. The improvements will include replacement of existing water main and installation of new water main and all appurtances as defined in the Drinking Water System Improvements Study Report completed for the Town of Hope. The project area includes the SR9 Water Mains, South Zone Water Main; Eastern Bartholomew Water Corporation (EBWC) Interconnect; West Site Water Main; Walnut Street Water Main; Seminary Street Water Main; Mill Street Water Main; and Elm Street Water Main projects as and also include the replacement of select 1, 2 and 3-inch water mains. Also included is the replacement of the current EBWC Interconnect (control valve) and a new interconnect near Miller's Merry Manor. The total amount of CDBG funds to be requested is $500,000. The amount of CDBG funds proposed to be used for activities that will benefit low- and moderate-income persons is $278,500. The Town of Hope also proposes to expend an estimated $2,453,000 in non-CDBG funds on the project. These non-CDBG funds will possibly be derived from the following sources: IFA/Drinking Water State Revolving Fund Program (DWSRF) and the local Water Savings fund.
The Town of Hope will hold a public hearing on February 16, 2015, at 5:30 p.m., in the Hope Town Hall, 404 Jackson Street, Hope, Indiana 47246 to provide interested parties an opportunity to express their views on the proposed federally funded CDBG project. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact Melina Fox, Hope Town Manager, 404 Jackson Street, Hope, Indiana 47246, telephone: 812.546.6403 not later than Thursday, February 12, 2015. Every effort will be made to make reasonable accommodations for these persons.
Information related to this project will be available for review prior to the public hearing as of February 16, 2015 at the Hope Town Hall located at 404 Jackson Street, Hope, Indiana between the hours of 8 a.m. - 4 p.m., Monday - Friday. Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement. Written comments should be submitted to Trena Carter, Administrative Resources association, 748 Franklin Street, Columbus, IN 47201 no later than close of business, February 13, 2015, in order to ensure placement of such comments in the official record of the public hearing proceedings. A plan to minimize displacement and provide assistance to those displaced has been prepared by the Town of Hope and is also available to the public. This project will result in no displacement of any persons or businesses.
